Israeli Local Governments Lead Innovation and Security Efforts at Muni Expo 2026
At the Muni Expo 2026 conference, approximately 7,500 senior officials from 259 Israeli local authorities, alongside hundreds of companies and public sector leaders, gathered to discuss the future of local governance. The event focused on upgrading public services, addressing workforce shortages, and accelerating digital transformation. A key theme was the role of local governments as central drivers of innovation and public service improvement.
Haim Bibas, chairman of the Local Government Center and mayor of Modi'in-Maccabim-Re'ut, emphasized the importance of personal security as a basic service, warning against the expansion of crime organizations and threats to elected officials. One major innovation unveiled was the MuniBox digital wallet integrated into the PayBox app, which consolidates municipal payments and services to simplify bureaucracy. Jerusalem Mayor Moshe Leon highlighted this as a significant advancement for thousands of families managing education payments.
Local leaders stressed the growing role of municipalities as essential service providers. Beersheba Mayor Rubik Danilovich described local government as the anchor of Israel’s strength, while Ganei Tikva Mayor Lizzy Delaricha pointed to technological tools that enhance service and freedom. However, the conference also addressed a critical challenge: a shortage of qualified personnel in local authorities, with Delaricha noting the need for better wages to attract talent. Bibas called for a shift in mindset to recruit high-quality professionals, including those from the tech sector.
Security concerns were prominent, especially amid rising violence and threats against public officials, notably in Arab communities. Leon assured that Jerusalem remains safe through close cooperation with national security forces. Danilovich detailed Beersheba’s extensive security measures, including a security patrol, 5,000 cameras, and emergency response teams. Delaricha underscored the importance of trust between residents and local government.
In closing, Bibas called for a comprehensive national policy to support local efforts, highlighting the need for a determined fight against crime and violence, stronger police, and tackling extortion. He advocated for a combined approach of enforcement, education, and welfare to enhance public service quality and residents’ security across Israel.
