Israel's Second Authority Reclassifies Channel 14 to Standard License

The Second Authority for Television and Radio in Israel has officially changed the broadcasting license status of Channel 14, moving it from a "small license" holder to a standard television broadcasting license holder. The decision, communicated in a letter from acting director Uri Sharf to Channel 14 director Ariel Edry, comes after an assessment revealed the channel's relevant income for 2025 exceeded the 80 million shekel threshold stipulated by law for small license holders.

This reclassification means Channel 14 will now be subject to the full range of legal obligations applicable to standard license holders, obligations from which small license holders are exempt. While some of these new obligations will not apply in the current year due to transitional provisions, the change marks a significant regulatory shift for the broadcaster.

The Second Authority stated that it had repeatedly requested necessary data from Channel 14 since January 2026, granting the channel multiple extensions and opportunities to comply. Despite these efforts, the channel failed to provide the required information, leading the authority to initiate three enforcement proceedings, including financial sanctions.

Even after Channel 14 eventually submitted financial data, the authority found that some revenues had been reclassified as "digital income" without adequate justification. The channel was asked to provide supporting documentation and clarifications for this classification, but these were not supplied. Channel 14 subsequently announced a "suspension of cooperation" in the process. The authority proceeded to evaluate the channel's status based on the information available to it, leading to the final decision.
