Orange Speed Cameras to Remain Operational Until 2029 Amid New System Rollout
Orange speed cameras, known as A-3 cameras, will continue to operate on Israeli roads until at least 2029. The Israel Police is finalizing a contract worth approximately NIS 20 million to maintain and operate these cameras through July 2029. This extension coincides with the development of a new system designed to measure average speed over a distance, rather than at a single point.
The existing A-3 cameras measure a vehicle's speed at a specific location. The upcoming system will utilize two cameras placed at the beginning and end of a road segment, calculating average speed based on the time taken to travel between them. This method aims to make it harder for drivers to evade detection by briefly slowing down near a camera and then accelerating.
The police are already advancing a tender for the new system, which is expected to include around 250 cameras. A pilot program on the Arava Road reportedly showed a nearly 20% decrease in speeding offenses. The full deployment of the new system requires installation, integration with police systems, and testing, hence the continued operation of the A-3 cameras during this transition period.
The older camera system continues to issue a significant number of tickets. In the first half of 2026 alone, over 270,000 tickets were issued via A-3 cameras, a rate considerably higher than in previous years. Enforcement thresholds have also been adjusted in some areas, meaning even minor speeding infractions can result in a ticket depending on the road type and enforcement settings.
Traffic ticket processing is also evolving, with speeding offenses gradually moving to an administrative traffic violations track. Appeals in this track are handled by the Administrative Traffic Court, with some proceedings conducted online. The existing point system for drivers remains in effect based on the offense type and the degree of speeding.
The A-3 cameras have been in use in Israel for over a decade. Despite past legal challenges regarding measurement accuracy, courts have ultimately upheld their reliability. The impact of electric vehicles on the road sensors is also currently under review. The continued investment in the A-3 system until 2029 allows for their operation while the new average speed system is gradually introduced.
