Court Rejects Bid to Overturn Disqualification of Executive Candidate

The Regional Labor Court in Tel Aviv has rejected a petition by Moshe Mor Yosef, the Deputy Director-General of the Interior Ministry, seeking to overturn his disqualification from the CEO position at the National Community Centers Network (Matnasim). The court ruled that the Dotan Committee, responsible for vetting senior appointments in government companies, had acted within its authority. Mor Yosef was ordered to pay 15,000 shekels in legal costs to the respondents, including the Dotan Committee, the Government Companies Authority, Education Minister Yoav Kisch, Minister for Regional Cooperation David Amsalem, Matnasim itself, and Galit Weidman, who was ultimately appointed CEO.

The Dotan Committee, chaired by retired Judge Shulamit Dotan, disqualified Mor Yosef on July 6, 2026, citing his failure to meet the required managerial qualifications. This decision followed revelations in March that the Shas party had pushed for Mor Yosef's appointment despite a 2020 State Comptroller report detailing alleged embellishments in his resume during a previous candidacy for CEO of the Negev and Galilee Development Authority.

Mor Yosef had argued before the court that the Dotan Committee's decisions were flawed and that he met the eligibility criteria. He also sought to block Weidman's appointment. Weidman, considered a professional appointment, was the second choice of Matnasim's own selection committee, which had initially chosen Mor Yosef. Prior to her appointment, Weidman served as a senior deputy to the director of the Government Companies Authority.

The state had previously requested the court dismiss the case, arguing that jurisdiction lay with the High Court of Justice (Bagatz) rather than the labor court. The Regional Labor Court agreed, stating that the Dotan Committee is an independent statutory body and that judicial review of its decisions falls under the purview of the High Court, not the labor court, which lacks specific expertise in such matters.
