World Bank Ranking Places Israel Lower in Labor Law, Tax Systems
A new World Bank ranking, the Business Ready (B-READY) index launched in 2025, has placed Israel at 67th globally for labor law quality and 75th for its tax system.
Despite these lower positions, Israel achieved strong rankings in other areas, including 13th for infrastructure, 15th for ease of starting a business, and 18th for financial services quality.
The B-READY index is in its early stages and has not yet established the reputation of its predecessor, the Doing Business report. The report's publication was halted due to corruption allegations involving bribery to improve country rankings. The new index includes only 25 of the 38 OECD countries and 101 countries overall.
Unlike the previous index, B-READY does not provide a single overall score. Instead, it calculates three separate indicators: regulatory quality, regulatory compliance, and public services. A key feature of the new index is its emphasis on practical application, assessing how laws and procedures function on the ground through anonymous interviews with corporate clients in each country.
