Housing Ministry Report Details Aid for Low-Income Households and Reservists
A report from the Housing and Construction Ministry's Housing Arm for 2025 reveals that 106,349 low-income households received an average of 1.511 billion shekels in monthly rent assistance annually. The ministry also operated specialized programs for vulnerable groups like the homeless and new immigrants.
During the past year, 151,874 households were approved for the "Apartment with a Discount" program, including 43,895 reservists, of whom 19,502 were combat reservists. In the program's tenth lottery in August 2025, nearly 135,000 households participated. Priority for reservists in lotteries was increased from 10% to 20% in central Israel and from 15% to 50% in national priority areas. A total of 3,503 active reservists were awarded apartments through this program.
The report also noted a halt in the decline of public housing stock for the first time in over a decade, with a slight increase to 47,299 units by the end of 2025. The average waiting time for public housing decreased from 44 to 38 months, and the number of applicants also fell, partly due to a stable and secure rental program. Under this program, eligible individuals can find private market apartments with state assistance; 268 households participated in 2025.
Between 2021 and 2025, 6,386 public housing units were integrated into urban renewal projects. In 2025, 736 requests for adapting public housing units for people with mobility disabilities were processed, with 688 approved. Additionally, 31 million shekels were allocated for 33 wheelchair users who opted to convert their public housing eligibility into a mortgage for purchasing their own homes.
During Operation "All the Dogs," the Housing Arm repaired approximately 95% of damaged public housing units and assisted around 400 families displaced from their homes by finding long-term rental solutions. Housing Ministry Director General Yehuda Morgenstern stated that the report reflects direct impact on hundreds of thousands of households, highlighting expanded assistance tools, public housing maintenance, and improved services.
