UN Rights Chief Cites Possible War Crimes After Gaza Body Recovery

The UN High Commissioner for Human Rights, Volker Türk, stated on Tuesday that the recovery of hundreds of bodies from under the rubble of buildings in Gaza, destroyed by Israeli airstrikes, raises renewed concerns that war crimes may have been committed. He noted that the remains of what appear to be entire families, including many women and children, are being exhumed from sites devastated by Israeli attacks. Türk expressed that it is "heartbreaking" to now confirm the worst fears of loved ones who have long been missing.

The discovery has revived concerns previously raised in a 2024 UN report, which concluded that Israeli strikes on residential buildings and other civilian sites in the early weeks of the war might have violated international humanitarian law. Israel maintains its rejection of accusations of intentionally targeting civilians, asserting its actions in Gaza against Hamas have been in accordance with international law.

The Palestinian Civil Defense reported that the bodies and remains of over 630 people have been recovered from destroyed buildings in Gaza since November 2025. Palestinian authorities estimate that over 8,000 people remain buried under the debris. Türk voiced concerns that the recovered remains may represent "just the tip of the iceberg," given the extensive destruction across Gaza from Israeli bombing and subsequent demolition operations.

Türk also accused Israel of continuing to destroy areas of Gaza where its forces are still present, alleging bulldozers operate "without any respect for the dead under the rubble." He called for international investigators to be granted access to all of Gaza to help preserve evidence, noting ongoing legal proceedings to examine conduct during the war. Türk's statement indicated Israel has prevented the entry of heavy machinery needed for debris removal.

Francesca Albanese, the UN expert on the Palestinian territories, stated that evidence should be collected and victims' remains identified before full-scale debris removal begins. The Palestinian Civil Defense reported this month the recovery of 96 bodies and remains from a single site in Gaza City's Zeitoun area, including 58 children and 23 women.
