Court Halts Holon E-Scooter Ban Pending Justification

The Tel Aviv District Court has issued an interim order freezing the city of Holon's decision to ban electric scooter rental services. The court is currently reviewing a lawsuit filed by the Association of Electric Scooter Rental Operators. Holon's municipality has been given one month to provide a legal and professional justification for its ban, which was announced in August by Mayor Shai Kainan and was set to take effect on September 17.

Mayor Kainan had stated that the ban was implemented to ensure public spaces, particularly sidewalks, remain safe, free, and accessible for all residents, including children, the elderly, and people with disabilities. He cited a review of the situation on the ground as the basis for discontinuing the current format of shared scooter services.

As per the court's ruling, Holon's municipality must submit its reasoning, including relevant documents and protocols, by October 15. Should the city still decide to proceed with ending the operators' activities after this review, the companies must be given at least two weeks' notice before the service is actually stopped. This period is intended to allow the scooter rental companies an opportunity to appeal to the court.
