Arab Community Voting Participation Plan Focuses on Empowerment, Not Endorsements
Dr. Ghazal Abu Raya, director of the National Center for Mediation, has proposed a comprehensive plan to increase voter turnout within Israel's Arab community, emphasizing civic responsibility over partisan choice. Ahead of upcoming elections, Abu Raya argues for a shift from traditional campaign methods to "thinking outside the box" to engage citizens, particularly those who have abstained from voting in recent years. He stresses that continuing with the same approaches will not yield different results, advocating for the transformation of electoral participation from a party-specific issue into a societal and civil one.
The plan, comprising 18 points, suggests starting by understanding the reasons for voter apathy, such as distrust, disillusionment, or the belief that individual votes don't matter. Abu Raya proposes listening to citizens' concerns before attempting to persuade them. Key initiatives include launching an independent "Community Voting Campaign" involving civil society, local authorities, and educational institutions, with the core message being "Choose whom you want, but do not give up your right to choose." The plan also calls for appointing "Participation Ambassadors" in each town and neighborhood to encourage turnout without endorsing specific political parties.
To engage younger demographics, the campaign would utilize social media platforms like TikTok and Instagram with simple, youth-oriented messaging. It also suggests leveraging popular athletes to connect with young people, drawing parallels between a player's role on the field and a citizen's vote in society. A "Participation Challenge" between towns is proposed to foster positive competition based on turnout rates rather than party vote counts. Public spaces in Arab towns would feature banners with concise, neutral messages promoting participation, such as "Your vote is your right… do not give it up" and "We don't ask you who to vote for… just that you vote."
Further elements of the plan include an "In Every Home… A Vote" initiative to ensure families are informed about election details, youth-led outreach programs, and messaging that clarifies participation doesn't equate to party endorsement. Abu Raya also advocates for transforming election day into a day of civic engagement with neutral awareness events, and a campaign titled "Don't Be a Spectator" to highlight how politics impacts daily life. The plan emphasizes measuring participation rates to understand trends and improve strategies, and encourages business leaders to support awareness campaigns. Special outreach to women and university students is also outlined, alongside strategies to counter the notion that individual votes are insignificant.
Abu Raya concludes by reiterating that the goal is not to increase votes at any cost or through pressure, but to foster a culture of participation built on trust and empowerment. He calls for a shift in language, from "Voting is your duty" to "Voting is your opportunity," and from "Don't boycott the elections" to "Don't let others decide for you." The ultimate aim is to move from a traditional equation of party-campaign-publicity-voter to a new one: society-trust-participation-impact, urging citizens not to relinquish their vote.
