Israel Tax Authority Mandates Digital-Only Capital Declarations from 2027
Starting January 1, 2027, Israel's Tax Authority will transition to a fully digital system for submitting capital declarations, eliminating paper forms and scanned documents. This directive, issued by the Minister of Finance, mandates the use of a specialized online system for all submissions. A transitional period is currently in effect until the end of 2026, allowing for both digital and traditional paper submissions.
The digital platform, launched in May 2025, enables taxpayers to complete declarations independently or through representatives, attach documents, save drafts, and receive electronic confirmation of submission. The requirement to file a capital declaration applies only to individuals officially requested by the Tax Authority. These declarations must detail all assets and financial obligations, both within Israel and abroad, including those of spouses and minor children.
According to the Tax Authority, the move away from paper aims to reduce human error in data entry. Shay Aharonovich, Head of the Tax Authority, stated that automation will expedite information processing, enhance transparency, and improve the taxpayer experience.
