Japan Seeks Israeli Defense Tech, Especially Air Defense Systems
Japanese defense industry officials, agents, company representatives, and government figures have recently intensified their activities in Israel, aiming to finalize strategic deals within the coming months. This increased engagement is driven by Japan's growing defense budget and evolving security concerns, including threats from China and North Korea, as well as the impact of Russia's invasion of Ukraine.
The Israeli Ministry of Defense's Security Assistance and Export Control Agency (SIBAT) recently hosted a seminar focused on opportunities and practical tools for operating in the Japanese defense market. The event, led by SIBAT head Major General (Res.) Yair Kulas and attended by representatives from Japanese trade and manufacturing firms and approximately 70 Israeli companies, highlighted the potential of the Japanese market.
Japan's defense budget has seen a significant increase, rising from around $33.6 billion in 2022 to approximately $57.5 billion this year, representing a shift from its post-World War II low spending. While still below NATO targets, this increase is considered a "tectonic shift" in Japanese defense policy. However, Israeli companies face challenges such as the physical distance between the countries and Japan's unique market model, which emphasizes technology transfer and local production by large corporations like Mitsubishi, Toshiba, and Fujitsu.
SIBAT has launched a new program called "Bridge" to guide and mentor defense companies interested in the Japanese market. This program will involve close personal mentorship from Japanese professionals and the development of tailored business plans. Japan is currently interested in a wide range of Israeli defense technologies, including air defense, counter-drone systems, laser technology, robotics, missile technology, artillery, unmanned surface vessels, and passive defense systems.
Israeli defense officials see significant potential for collaboration, noting Japan's manufacturing capabilities and financial strength, comparing it to Germany and Singapore. There is a mutual desire for cooperation, with expectations of a breakthrough in bilateral defense deals within months. The model for this cooperation is drawing parallels to Israel's successful defense industry partnerships with India, which involve joint R&D and local production facilities.
