Israel's Rafael to Establish Defense Hub at Former VW Plant in Germany
Israeli defense contractor Rafael Advanced Defense Systems, in partnership with the Aurelius Capital investment fund and the German state of Lower Saxony, has signed a letter of intent to establish a strategic partnership. This collaboration will transform the former Volkswagen plant in Osnabrück into a center of excellence for defense and security innovation.
The initiative aims to leverage the 125-year-old industrial infrastructure of the plant to ensure long-term, high-quality employment. The move is seen as crucial for strengthening Germany's and Europe's defense capabilities and independence amid a changing security landscape.
According to Olaf Lies, Minister-President of Lower Saxony, the agreement provides the Osnabrück site with a future and recognizes its potential for repositioning. He emphasized that the current security reality necessitates enhanced defense industries and self-reliance, presenting both a responsibility and an economic opportunity for the region.
Yoav Turgeman, CEO of Rafael, highlighted the groundbreaking technology at the core of the partnership, designed to address current threats and future challenges. He stated that Rafael's solutions are continuously evolving and that the new venture will involve full production in Germany, contributing to the security of Germany and Europe.
Initially, the collaboration will focus on developing and manufacturing components for air defense systems, utilizing the skilled workforce in Osnabrück. Tomer Yaakov, a founding partner at Aurelius, expressed pride in transforming the automotive plant into a leading defense production center, attributing the success to Rafael's technology, the state government's partnership, and Volkswagen's cooperation. He noted that this is the first step in an expanding strategic partnership aimed at bolstering the security of both Germany and Israel.
This expansion into Germany builds on Rafael's existing presence, where it has operated for over two decades through subsidiaries like Dynamit Nobel Defence, EuroSpike, and EuroTrophy GmbH. The next phase involves detailed negotiations, regulatory reviews, and internal approvals, with active support from the Lower Saxony government and Volkswagen.
The deepening of Rafael's European defense activities follows recent successful trials of upgraded Iron Dome technology, conducted with Israel's Ministry of Defense's research and development directorate. These trials tested enhancements to counter high-fire-rate threats, including rockets, cruise missiles, and drones, incorporating lessons learned from recent conflicts and operations involving Iran.
