Israel's Iron Dome Production to Begin in Germany, Bypassing Qatar's Opposition
A joint declaration of intent has been signed by the German state of Lower Saxony, Israeli defense contractor Rafael, and the Aurelius Capital fund to produce components for the Iron Dome missile defense system at a former Volkswagen plant in Osnabrück, Germany. The agreement aims to repurpose the factory, which was slated for closure next year, potentially saving the jobs of 2,300 workers.
Volkswagen itself is not a signatory to the deal due to opposition from Qatar, a significant shareholder holding 17% of the company. To circumvent this, the agreement was made with the regional government of Lower Saxony. The initiative seeks to establish a strategic partnership to develop the Osnabrück site into a center of excellence for defense and security innovation, with the ultimate goal of producing Iron Dome components for potential sale to European customers, including Germany, which previously purchased Israel's Arrow 3 missile defense system for $6.5 billion.
"The technology will be produced entirely in Germany," stated Rafael CEO Yoav Turgeman, emphasizing the long-term industrial partnership and the system's proven effectiveness. He added that the production would bolster the security of Germany and Europe. The Minister-President of Lower Saxony, Olaf Lies, highlighted the opportunity for the Osnabrück site, which has a 125-year history of industrial excellence, to re-establish itself in the strategic defense sector and create high-quality, long-term employment.
Aurelius Capital, co-founded by Alon Lifshitz and Tomer Yaakov, focuses on dual-use technologies and includes former high-ranking Israeli defense officials among its partners. The state of Lower Saxony will actively support the conversion process to preserve industrial value and ensure diverse employment. Yaakov expressed pride in the collaboration, noting it is enabled by Rafael's technology, the support of the Lower Saxony government, and cooperation with Volkswagen, aiming to enhance the security of both Germany and Israel.
The Iron Dome system, credited with over 10,000 interceptions, is capable of neutralizing rockets, drones, aircraft, and helicopters. Rafael has had a presence in Germany for over two decades, manufacturing various defense systems for the German military and NATO clients through its subsidiaries. The declaration of intent marks the initial step, with further negotiations, regulatory reviews, and internal approvals required before full implementation. This move aligns with a broader strategy to redefine the Osnabrück site's future, with support from Volkswagen's management and non-Qatari shareholders.
