State Comptroller Matanyahu Englman published a report on welfare departments in the wake of the war, saying the October 7 events and the fighting that followed underscored how important social workers are in municipal social service departments.
According to Englman, the audit found a systemic difficulty in recruiting and retaining social workers, while the local authorities reviewed were carrying an especially heavy caseload that grew even larger after the war began.
He specifically said that in Migdal HaEmek, Modi'in-Maccabim-Re'ut, Ma'alot-Tarshiha, Kiryat Motzkin and Rosh Pina, authorities had trouble filling positions and the number of unfilled posts increased.
