Israel Expands Defense Production Abroad Amid Infrastructure Vulnerabilities
Israel is strategically expanding its defense manufacturing capabilities overseas, viewing arms exports as a means to enhance its strategic autonomy. This approach aims to circumvent domestic production bottlenecks related to raw materials, labor, and microchips, as highlighted by Prime Minister Netanyahu's "Super-Sparta" concept.
A recent 3 billion euro defense deal with Greece, dubbed "Achilles' Shield," exemplifies this strategy. Under the agreement, Greek defense companies will serve as subcontractors for Israeli firms, producing at least a quarter of the order. This deal involves integrating Greece's existing Patriot missile systems with Israel's "David's Sling," "Barak MX," and "Spyder" air defense systems, along with Elta radars and a new command and control system.
Israeli defense companies, with the Ministry of Defense's approval, are increasingly willing to transfer technology and establish production lines abroad, gaining a competitive edge in international tenders. Similar strategic agreements with Germany (for "Arrow 3") and Finland (for "David's Sling") have already helped reduce production costs for Israel. Joint ventures, such as Elbit's UAV factory in Serbia and Rafael's potential "Iron Dome" component production in Germany, further illustrate this trend.
This outward expansion aims to reduce reliance on the United States and foster interdependence with a diverse network of allies, ensuring Israel's arms stockpiles remain sufficient without being beholden to any single superpower's political whims.
However, a recent incident involving Israel's critical desalination infrastructure revealed a stark vulnerability in its civilian sector. Five of the country's six major desalination plants simultaneously ceased operations due to a bloom of microscopic algae from the Nile Delta. These algae, too small to be caught by initial filters, clogged the reverse osmosis membranes, disrupting water supply to large regions, impacting agriculture, and forcing reliance on the drought-stricken Sea of Galilee.
While the desalination plants are gradually resuming operations, the incident underscores a broader issue of inadequate preparation for climate-related risks. Experts warn that such algal blooms, along with jellyfish affecting power plants and increased risks of flooding and fires, will become more frequent due to a warming Mediterranean climate. Despite a state comptroller's report highlighting the lack of actionable adaptation plans across most government ministries, effective measures remain largely undeveloped, with only the Ministry of Health and the Ministry of Defense showing progress, though the latter has yet to fully integrate the IDF into its plans.
