Volkswagen and Saxony Plan Iron Dome Production in Germany Bypassing Qatari Opposition

Volkswagen, the German state of Lower Saxony, and Israeli defense company Rafael are advancing a new plan to establish Iron Dome support equipment production in Germany, circumventing opposition from Qatar Investment Authority, which holds about 17% voting rights in Volkswagen. According to reports from German broadcaster NDR and Bloomberg, Lower Saxony may take control of parts of Volkswagen's Osnabrück plant and form a joint framework with Rafael, avoiding a direct contract between Volkswagen and the Israeli company. A memorandum of understanding could be signed as early as September 7, though the agreement is not yet finalized.

The Osnabrück plant is expected to cease car production by 2027 with the end of the T-Roc Cabriolet line. The new plan involves manufacturing Iron Dome support equipment such as launchers, heavy transport vehicles, and generators, but not the interceptor missiles themselves. This initiative aims to prevent the closure of the facility, which currently employs over 2,000 workers. Financial and corporate structure details are still under review, including reports from the dpa news agency of a potential investment of at least 200 million euros.

Volkswagen CEO Oliver Blume confirmed advanced talks with the defense industry and mentioned exploring smart solutions to avoid the plant's shutdown. For Rafael, the project could provide a new manufacturing base and industrial foothold in the European market.
