Volkswagen and Rafael Advance Deal to Produce Iron Dome Equipment in Germany

Volkswagen, the German state of Lower Saxony, and Israeli defense company Rafael are progressing toward a new agreement to manufacture equipment for the Iron Dome air defense system at Volkswagen's Osnabrück plant in Germany. This new framework aims to bypass opposition from Qatar's sovereign wealth fund, which holds a significant stake in Volkswagen and has resisted cooperation with Rafael. According to German broadcaster NDR, a memorandum of understanding could be signed as early as September 7, though Bloomberg reports that negotiations are ongoing with no guarantee of completion yet.

The proposed solution involves restructuring the deal so that Lower Saxony would acquire parts of the Osnabrück factory and form a joint venture with Rafael, allowing Volkswagen to avoid direct contracts with the Israeli defense firm. Qatar owns about 17% of Volkswagen's voting rights and has opposed the collaboration. The plan is to produce supporting Iron Dome equipment such as heavy transport vehicles, launchers, and generators, but not the Tamir interceptor missiles themselves. Production could begin after the Osnabrück plant ceases manufacturing the T-Roc Cabriolet in 2027, which currently leaves Volkswagen without a vehicle model for that site.

Financial details remain unsettled, with reports suggesting an investment of at least 200 million euros, potentially including Lower Saxony's stake in the factory. The state's prime minister's office has stated that both the investment amount and corporate structure are still under review. The plant currently employs over 2,000 workers, and early reports indicate the project could preserve many jobs, though exact numbers are unknown. Volkswagen CEO Oliver Blume described the talks as "advanced" and emphasized the company’s preference for "smarter solutions than closing the plant."

For Rafael, establishing production in the heart of Europe aligns with increasing European defense budgets and air defense investments, potentially turning Osnabrück into a strategic industrial hub for the Israeli company. This move also addresses Volkswagen’s challenge of losing vehicle production at the site and the associated economic impact on the region.
