First Caravans Arrive to Establish New Settlement Noa in Northern West Bank

The establishment of the new settlement Noa in northern Samaria (West Bank) reached a significant milestone on Tuesday with the arrival of the first caravans to the site south of the existing settlements Ganim and Kadim. Noa is planned to be home to a core group of families from across Israel who have been preparing for the past six months. This marks the eighth new settlement founded by the Samaria Regional Council in less than a year.

The council stated that this initiative is part of a broader effort to reestablish Jewish presence in the area, including the return to the four settlements, Homesh, Sa-Nur, Ganim, and Kadim, that were evacuated during the Disengagement Plan. Noa is intended to connect Ganim and Kadim, creating a continuous settlement bloc in the northern West Bank.

The arrival of the caravans is a preparatory step for the families’ move and the eventual construction of a permanent settlement. This project is part of the "Connection Plan" led by Samaria Regional Council head Yossi Dagan in partnership with the Amana movement. The plan envisions establishing 19 new settlements in the area where the four northern West Bank settlements were removed.

According to the council, these settlements are being developed in accordance with government cabinet decisions and under the leadership of Defense Minister Israel Katz and Minister Bezalel Smotrich. Dagan called the day "exciting and historic," highlighting the rapid growth with eight new settlements in under a year and the replacement of four evacuated settlements with 19 new ones. He emphasized that the plan is revitalizing northern Samaria and building a future for hundreds to thousands of families.

One of the incoming residents, Hannah Landman, expressed her excitement about the caravans’ arrival, saying it was a long-awaited moment that made the vision tangible. She described Noa as a vibrant community that will strengthen Jewish settlement and strategic presence in the region.
