Court Releases Northern Israel Extortion Suspect to House Arrest Despite High-Risk Warnings

The Nazareth District Court in northern Israel ordered the release of Salim Hossin, a key suspect in a large-scale extortion case, to electronic house arrest in Tiberias. Hossin faces multiple charges related to systematic collection of protection money from contractors and construction company owners, allegedly amounting to millions of shekels. He was described in the indictment as the "driving and dominant force" behind the extortion network, with a high level of dangerousness.

Despite the prosecution's claims of significant risk, Hossin's refusal to surrender for over four months, and his destruction of evidence by breaking his mobile phone upon finally appearing at the police station, the court considered the principle of equality. Other suspects in the case had already been placed under electronic monitoring, influencing the decision to grant Hossin the same alternative to incarceration.

The indictment also included a transcript of threatening messages attributed to Hossin, warning victims that "we will come to your children, your home, and your workers," and threatening to burn their property. The probation service assessed a considerable risk of reoffending and did not recommend release or electronic monitoring. Nonetheless, the court prioritized consistency with other defendants' treatment and allowed Hossin's release under electronic supervision rather than continued detention.

This decision highlights the court's balancing act between public safety concerns and legal principles of equal treatment among defendants in the ongoing extortion investigation in northern Israel.
