Israel Updates Gaza Rules of Engagement to Target October Massacre Perpetrators

Following severe criticism, Israeli Defense Minister Israel Katz announced a change in Israel's rules of engagement in Gaza, instructing forces to carry out targeted killings of all individuals involved in the October 7 massacre, regardless of their current location or role. This directive aims to ensure full accountability for those responsible for the killings and kidnappings during the attack.

On the ground, Israeli forces have already eliminated a company commander and three platoon commanders of Hamas in the Beit Lahiya area of northern Gaza, all directly involved in the October 7 massacre. The Israeli Air Force also struck additional Hamas commanders in the Shati area who were planning terrorist operations against Israeli troops, aiming to neutralize immediate threats to forces deployed in Gaza and secure southern Israeli communities.

While the final decision on the rules of engagement concerning armed militants identified within the so-called "red zone" remains under review by political and military leadership, the defense establishment emphasized that operations will continue vigorously to remove all threats to soldiers and civilians in southern Israel. Katz reiterated that the policy, as clarified by Prime Minister Benjamin Netanyahu, is to eliminate threats, kill terrorists, and exact retribution on all involved in the October 7 massacre.

This policy shift comes amid political uncertainty about the future course of the conflict and concerns over the risks faced by Israeli troops operating in Gaza without a clear endgame. Military correspondents have reported that the lack of a definitive objective to dismantle Hamas’s military capabilities exposes soldiers to unnecessary dangers, and that current operational constraints, such as requiring high-level approval for strikes, complicate battlefield responses. There are warnings that Hamas is attempting to orchestrate a major terrorist attack that could result in casualties and kidnappings, underscoring the urgency of the updated engagement rules.
