Israeli NGO Geneva Initiative Faces Repeated Warnings Over Foreign Funding Transparency

The Israeli Registrar of Associations has issued a renewed warning to the Geneva Initiative, an NGO promoting a two-state solution between Israel and the Palestinians, for failing to comply with transparency laws regarding foreign political funding. According to the Registrar, the organization did not meet its reporting obligations about receiving funds from foreign political entities, which constitute approximately 95.5% of its 2024 budget of about 3.7 million shekels. The Registrar's letter stated that if the deficiencies are not corrected, it may consider taking enforcement actions against the NGO.

This is not the first time the Geneva Initiative has been warned; a similar notice was sent two years ago but did not lead to any formal proceedings. The current warning again stops short of immediate sanctions, indicating only that enforcement measures may be considered if compliance is not achieved. The Geneva Initiative responded by asserting that previous remarks were procedural and that all required corrections were made about six months ago, as confirmed in a recent letter from the Registrar.

The core issue is not the acceptance of foreign funding itself, which the NGO openly acknowledges on its website, but rather the failure to fulfill timely and adequate disclosure requirements mandated by Israeli law. These rules are designed to ensure public awareness of foreign governmental support to Israeli organizations. Critics, including the right-wing group B'Tselem, have condemned the NGO for allegedly hiding such funding and called on the Registrar to enforce the law strictly. The Registrar of Political Parties has not yet commented on the matter.
