Israel’s Local Authorities Show Financial Resilience Despite 38% Deficit Rate, New Report Reveals
On Tuesday, Israel's Ministry of the Interior will release its first-ever "Local Government Status Report," providing a comprehensive data-driven overview of the financial health of local authorities across the country. Initiated by Ministry Director-General Israel Ozen, the report aims to equip policymakers, municipalities, and the public with professional knowledge to better understand local governance.
The report reveals that despite recent economic challenges, approximately 62% of Israel's local authorities (159 municipalities) ended the 2024 fiscal year with balanced or surplus budgets. Only 16% of authorities are in a critical financial state requiring urgent intervention such as recovery plans or efficiency measures, indicating strong fiscal discipline that limits extraordinary government intervention nationwide.
A notable finding concerns real estate development: between 2020 and 2024, construction starts surged 64% in peripheral municipalities with low socioeconomic rankings, outpacing a 56% rise in larger municipalities. This shift highlights developers and buyers seeking affordable alternatives outside central demand areas. Additionally, municipal corporations and subsidiaries have become significant economic growth engines, with their revenues increasing by 162%, reflecting a transfer of authority and resource management beyond traditional municipal frameworks.
However, the report also exposes persistent challenges among weaker municipalities, revealing a paradox in property tax collection. Stronger authorities achieve a 92% net collection rate, while those under recovery programs collect only 66%, perpetuating deficits in 38% of local authorities and hindering financial independence. To prevent collapse, the Ministry of the Interior is injecting substantial funds, distributing a record 3.6 billion shekels in balancing grants in 2025, with the socioeconomic cluster 3 alone receiving 2.84 billion shekels. This underscores the peripheral regions’ heavy reliance on government budget support.
Israel Ozen emphasized the report’s significance, stating, "The Local Government Status Report is a major milestone in advancing data-based policy and enhancing transparency. For the first time, we present a broad, professional, and data-driven picture of local governance in Israel. Our goal is to provide a high-quality knowledge infrastructure to help the government, local authorities, researchers, and the public better understand the local government system, identify trends, and base decisions on informed analysis. We see this report as the first in an annual series that will serve as a central knowledge source for all involved in local governance in Israel."
