Haifa Barber Shop Owner Suspected of Privacy Violation Released to House Arrest
The Haifa District Court rejected a police appeal on Monday, upholding a lower court's decision to release a longtime barber shop owner to house arrest under restrictive conditions. The owner is suspected of violating privacy after a hidden camera was found in a room he rented out for laser treatments. The incident came to light when a woman who rented the room three months ago filed a police complaint about the camera.
Judge Eyal Doron ruled that the balance struck by the Magistrate's Court was appropriate, noting that the risk of obstructing the investigation was not significant. The police presented new evidence during the hearing, including a report on accessing the DVR recording system, which they argued increased the severity and scope of the offense. However, the defense attorney, Ronen Haliwa, contended that the room had been used for various purposes over the years and that security cameras were installed long before the incident. He also stated there was no clear evidence the camera recorded or was viewed by anyone.
Judge Doron acknowledged the seriousness of the alleged privacy breach and agreed the new evidence might highlight the gravity of the case. Nevertheless, considering the suspect's clean record and full cooperation, the judge found no substantial risk of investigation interference to justify continued detention. The court ordered the suspect's immediate release to house arrest at his brother's home, allowing the investigation to continue. The police may still carry out further sensitive investigative actions.
The barber shop owner has managed the reputable establishment in a Haifa upscale neighborhood for about 25 years. The case remains under investigation as authorities examine the extent of the privacy violation and any potential misuse of the recordings.
