This incident occurs amid Hamas's ongoing efforts to rebuild its military strength and governance mechanisms within the Gaza Strip. About two months ago, a security source revealed to Channel 14 that Hamas had resumed direct involvement in reconstructing local governance in Gaza. The source described Hamas as playing a "double game" with Western countries, appearing willing to allow changes in local leadership while actually working to maintain and deepen its control over the territory.
Recent data showed a significant recovery in Hamas's municipal and civil governance. Of the 25 municipalities previously under Hamas control in Gaza, 20 have resumed operations. Additionally, 17 of the 23 Hamas government offices are functioning again, indicating a restoration of administrative capabilities alongside military preparations.
