This decision followed a recommendation from Shin Bet chief David Zini and his deputy, who expressed reservations about a previous Shin Bet opinion issued during Ronen Bar's tenure. That earlier opinion had blocked the registration of Ben-Ari and Marzel's party. The two politicians are activists of the "Kach" movement founded by Meir Kahane, which has been designated a terrorist organization. Their party, "Whole and Complete Jewish Israel," was suspected of sharing the same ideology and objectives as Kach.
