Haifa Offers Interest-Free Loans for Renovating Building Facades in Hadera Quarter
The Haifa municipality has approved a unique program offering interest-free loans of 30,000 shekels to apartment owners in the Hadera neighborhood for facade renovations. The loans, repayable over up to 84 months, translate to a monthly cost of about 357 shekels per apartment. The initiative, approved by the city council, will initially cover two areas within the Hadera district: the Talpiot Market and Haifa Theater zones, which together include around 400 residential, commercial, and office buildings.
Each residential building in these areas averages eight apartments, totaling approximately 3,000 apartments eligible for the loan. If fully utilized, the municipality would provide interest-free loans totaling around 90 million shekels. The loans are intended for individual apartment owners rather than entire building owners, who are presumed to have the means to finance renovations themselves, except in exceptional cases reviewed by the city. Loan disbursement will be managed through the Housing Culture Association, requiring apartment owners to register as members for a small annual fee.
Facade renovations will be carried out by contractors selected from a list of 39 registered with the Housing Culture Association. The program is planned to run for five years, with an estimated 20 building facades renovated annually. The municipality is launching a campaign to encourage apartment owners to apply, and it is already handling 23 buildings. Hadera, located on the northern slope of Mount Carmel and home to 40,000 residents, is known for its historic urban planning by Patrick Geddes and Richard Kaufmann but has faced decline since the 1980s.
In 2014, Hadera was designated an urban priority area for facade renovations, aligning with a parallel 100 million shekel investment in public space improvements, including roadworks, infrastructure upgrades, and enhanced security patrols. Haifa Mayor Yona Yahav emphasized that restoring building facades alongside public space renewal will improve residents' quality of life, attract new investments, and significantly enhance the city's overall appearance, describing it as an urban renewal effort that connects Haifa's rich past with a promising future.
