Israel Faces Diplomatic Crisis, Lacks Ambassador to UK Amid Sanctions Threat

Israel has been without an ambassador to the United Kingdom for nearly a year, a situation exacerbated by the nominee, Tzachi Braverman, facing criminal suspicions that prevent him from traveling abroad. Braverman is suspected of obstruction of justice and fraud in a case involving an alleged attempt to thwart a security investigation at the Prime Minister's office. Despite the UK government approving Braverman's appointment, discussions in Israel regarding his departure are ongoing. The previous Civil Service Commissioner, Daniel Hershkowitz, considered Braverman's suspension, but the decision was deferred. While Foreign Minister G Gideon Saar advocated for Braverman's departure, the current Commissioner, Doron Cohen, has not yet made a final decision after a review following the prosecutor's office issuing a statement of suspicion against Braverman.

This diplomatic vacuum occurs as Israel-UK relations have reached a crisis point. Britain is reportedly considering sanctions against Israel, potentially including trade restrictions with settlements and an expanded arms embargo. Foreign Minister Saar has stated that Israel will retaliate with significant measures if the UK imposes sanctions. Israeli assessments suggest the UK's decision predates the approval of the E1 plan and reflects a tougher stance promised by the new British Prime Minister, who indicated the UK had been too lenient with Israel. Intelligence suggests Britain had been planning these sanctions and coordinating with other European nations prior to the E1 plan's approval.

Israel has previously thwarted similar moves within the European Union, notably efforts led by the Netherlands, Spain, and Ireland to impact the EU-Israel Association Agreement, which was set to begin in spring 2025. Foreign Minister Saar engaged in intensive discussions with EU foreign ministers to prevent these measures. Israel is preparing for a potential British sanctions decision, with Saar having already developed a response plan. Saar has also publicly dismissed criticism of the E1 plan, calling claims of it breaking Palestinian territorial contiguity 'ridiculous'.
