Israel Energy Ministry Director Addresses Desalination Crisis, Server Farm Boom

Yossi Dagan, Director General of Israel's Ministry of Energy, stated that the current crisis affecting the country's desalination plants is unprecedented but will not lead to a water shortage. Speaking at a conference, Dagan explained that a large stretch of the coast is experiencing significant algal bloom, causing water turbidity that hinders pumping and desalination processes. He assured the public that the water economy remains robust, with no shortages for households or industry, although public garden irrigation has been reduced. Dagan noted that several desalination facilities have already resumed production and that there is no forecast for a water deficit.

Dagan described the situation as a learning experience, emphasizing the need to understand the causes and prepare for future similar events. He suggested solutions such as deepening water intake pipes further offshore to prevent recurrence. He also contextualized the water issue within a series of recent energy and water crises during his three-year tenure, highlighting the resilience of Israel's energy sector, which has maintained supply of water, electricity, fuel, and gas throughout these challenges.

Regarding the electricity authority's decision to freeze new applications for data center connections for 140 days, Dagan explained that the volume of requests, exceeding 27 gigawatts compared to Israel's average consumption of 9 gigawatts, necessitates a review. He believes many applications are speculative and part of a trend, with some being unrealistic. The ministry paused approvals to allow for a thorough assessment, aiming to facilitate viable projects while preventing speculative licensing and ensuring efficient use of grid capacity, a concern also present in energy storage.

Finally, Dagan touched upon the work of the committee he chairs, which is formulating Israel's natural gas policy. The committee is addressing the duration for gas reserves and the need to maintain competition and fair pricing, even while considering exports. He indicated the committee is nearing the completion of its report, aiming to provide regulatory certainty for investors.
