German State Launches Comprehensive Plan to Combat Rising Antisemitism Linked to Israel
Antisemitism in Germany has surged dramatically, with the official RIAS report revealing a threefold increase in incidents since the Hamas terror attack on October 7, surpassing 8,000 cases annually, averaging 24 per day. Notably, 68% of these incidents are related to Israel. In response, the Israeli Embassy in Berlin, led by Ambassador Ron Prosor, has emphasized that combating antisemitism requires concrete action beyond rhetoric.
The German state of Schleswig-Holstein, known for building Israeli submarines, has introduced the country’s first comprehensive state-level action plan against antisemitism. This plan adopts the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism, which includes not only direct anti-Jewish acts but also boycotts of Israel and comparisons of Israel to Nazism. The program comprises 109 measures aimed at fundamentally improving the protection of Jewish life in Germany.
Key elements of the plan include enhanced law enforcement and security, specialized training for teachers and public officials on antisemitism, and initiatives to increase Jewish visibility in public spaces. These initiatives involve academic engagement, where much anti-Israel sentiment occurs, and cultural events to familiarize the public with Jewish and Israeli life.
North Rhine-Westphalia (NRW), Germany’s largest and wealthiest state, recently hosted a groundbreaking conference titled "Security of the Jewish Community," led by the local Interior Minister. The event focused on combating antisemitism through enforcement and education about Jewish culture and Israeli society. Ambassador Prosor highlighted the inseparability of protecting Jewish life from the State of Israel, warning that Jewish and Israeli communities cannot continue to feel threatened in Germany. He stressed that it is unacceptable for Jews and Israelis to have to conceal their national and ethnic identities to be accepted, particularly in cultural and academic spheres.
