Hamas Expands Threat Beyond Gaza, Israeli Security Officials Warn of Global Terror Infrastructure
Senior Israeli security officials have assessed that Hamas views the October 7 attack on Israel as a significant achievement and is actively expanding its threat beyond the Gaza Strip. In a recent high-level meeting involving Prime Minister Benjamin Netanyahu, Defense Minister Israel Katz, Chief of Staff, and Southern Command Chief Major General Yaniv Asor, officials discussed alarming developments within Hamas, including the election of the hardline Khalil al-Hayya as its new leader. Despite his narrow victory, al-Hayya maintains a radical Islamist stance advocating continued resistance against Israel, adapting tactics without abandoning core opposition principles.
Israeli security sources recommend treating Hamas as a multi-theater threat, not limited to Gaza but extending to areas such as the West Bank, Lebanon, Turkey, Qatar, Jordan, Syria, and other countries. Hamas is reportedly advancing terror infrastructure worldwide and organizing flotillas and demonstrations to bolster its propaganda and Palestinian narrative internationally. Meanwhile, in Gaza, despite severe damage inflicted by the IDF over three years, Hamas is rebuilding military units though lacking the operational experience and quality leadership it once had.
The IDF notes that Hamas units did not surrender en masse during recent conflicts, prompting calls for thorough investigation into how to dismantle Hamas’s command and control systems effectively. Hamas faces significant constraints in smuggling weapons into Gaza, with only sporadic successes, and is producing limited armaments using leftover materials and unexploded ordnance collected locally. The IDF estimates it has destroyed about 80% of Hamas’s tunnel network, which Hamas has largely ceased rebuilding due to effective Israeli countermeasures.
Israeli intelligence also monitors concerns that Hamas might attempt to transfer weapons to third parties or present false disarmament gestures under U.S. pressure, aiming to maintain its goal of establishing an Islamist Palestinian state from the sea to the river. The ongoing strategic challenge for Israel is to counter Hamas’s evolving global terror ambitions while managing the complex military and political landscape in Gaza and the broader region.
