Former City Official Debunks Myth That Municipal Parking Fines Are Budget Tools

Moshiko Erez, former CEO of Rehovot Municipality and a senior figure in local government, has challenged the common belief that municipalities issue parking fines primarily to close budget gaps. He explained that parking tickets are not used as a financial tool but rather as a means to enforce public order and safety. Erez emphasized that municipalities exercise discretion in enforcement, especially during infrastructure work or special events that reduce parking availability, sometimes suspending fines except in cases of blocking entrances or disabled parking spots.

Erez recounted an example from Rishon LeZion where the city managed road closures carefully to avoid unnecessary traffic congestion and frustration among residents and businesses. He also criticized the rigid planning approach of some Israeli traffic engineers, who favor straight lines over preserving mature trees and existing urban features, advocating for more flexible, context-sensitive designs that protect old trees and improve street aesthetics.

Ultimately, Erez stressed the importance of transparent communication between municipalities and residents. He believes that explaining temporary inconveniences, such as parking restrictions or public transport lanes, helps residents understand the long-term benefits of safer, more pleasant streets.
