Democrats Party Leader Yair Golan Vows to Freeze Kaminitz Law Until Arab Localities Have Building Plans

Yair Golan, head of the Israeli political party "The Democrats," pledged to halt the enforcement of the Kaminitz Law until comprehensive zoning plans are established for all Arab local authorities. In a message delivered in Arabic, Golan emphasized that his party intends to completely freeze the law, which was enacted in April 2017 and allows administrative enforcement against building violations without judicial proceedings, expands inspectors' powers to issue stop and demolition orders, and imposes harsher penalties including high administrative fines.

Golan criticized the current situation, stating it is unreasonable to demand legal construction from residents when the government fails to provide the necessary frameworks. He highlighted that only 12 out of approximately 70 Arab local authorities have approved zoning plans, calling this a "scandal." He explained that without such plans, legal construction is impossible.

Golan assured that if his party joins a new coalition government, they will ensure all Arab municipalities have zoning plans. Until then, the Kaminitz Law enforcement will be suspended to prevent unfair penalties on Arab communities lacking proper building frameworks.
