Authorities Rescue Eight Cats and Two Special-Needs Children From Neglected Haifa Apartment

In a complex enforcement operation in Haifa on August 12, 2026, authorities rescued eight cats and two special-needs individuals from a severely unsanitary apartment. The property owner initially refused to open the door, prompting firefighters to forcibly enter the residence with a legal search warrant. Upon entry, inspectors found the apartment locked, sealed, and filled with a foul stench, with floors and furniture covered in urine and feces, alongside numerous insects and fleas.

Among the occupants were two special-needs individuals, including a minor around seven years old wearing only a diaper, and another in their twenties. Both appeared to have been confined indoors for an extended period. Welfare officials were called to the scene to remove and care for the two individuals.

The eight cats, including several kittens, were found living in deplorable conditions surrounded by filth and parasites. One kitten was discovered in critical condition. The animals were immediately transferred to a protected facility operated by the Ministry of Agriculture and Food Security for veterinary care and rehabilitation.

The apartment owner and a neighbor who obstructed the enforcement efforts were arrested by Israeli police. Authorities are currently considering legal and criminal proceedings against the owner on suspicion of animal hoarding and neglect. The case highlights serious concerns regarding animal welfare and human living conditions in Haifa.
