Syria and Russia Agree on Joint Management of Military Bases in Syria

After a year and a half of intense negotiations, Syria and Russia have reached broad agreements regarding the operation of Russian military bases on Syrian territory. This new accord is expected to significantly strengthen the Syrian regime. Since the fall of Bashar al-Assad's government, the relationship between Russia and the new Syrian administration has been uncertain, especially given Assad's exile in Moscow. Now, the two countries have made breakthroughs that will serve their mutual interests.

According to the new understandings, the Russian bases in Tartus and Latakia, as well as the overall Russian military presence in Syria, will be jointly managed. Under the memorandum of understanding, Syria will assume control over the 'civilian' facilities, including the Khmeimim Airport and the fourth pier of the Russian naval base in Tartus, which will be converted for civilian use. The military facilities will be transformed into 'joint training centers.' It remains unclear whether Syria will require Russia to withdraw forces and equipment, but the transition process is expected to take up to three months and will have significant implications for Syria's expanding sovereignty.
