Tel Aviv Area Thaws? First Two Housing Tenders for 2026 Published
Two first housing tenders in the Tel Aviv area for 2026 were published by the Israel Land Authority. Is the Tel Aviv area of the Israel Land Authority finally coming out of its freeze? After we recently reported here that since the beginning of 2026 only one tender had been published in the area, and it was not a tender for Amidar assets, two new tenders were published in recent days, one in Tel Aviv-Jaffa and the other in Ramat Gan. The two tenders were published in recent days, and in both cases this was a first publication, meaning they have not yet opened for bids and the tender booklet has not yet been published. One tender is for 637 housing units in the “Ramat Apal South” plan, within the jurisdiction of Ramat Gan, and is currently scheduled to close at the beginning of August. The second tender is for 180 housing units in the Maccabi Jaffa complex in southern Tel Aviv-Jaffa, which is currently scheduled to close around the middle of August. It should be noted that since the beginning of the year, 16 tenders have been closed in the Tel Aviv area, but 15 of them were tenders for specific Amidar properties, and only one was a regular public tender, for retail and office space. When the issue was published, the Israel Land Authority said that the marketing of land in several plans in the area was delayed “due to impediments, including legal impediments, the marketing is delayed,” and expressed hope that “once the impediments are removed, the tenders will be published later this year.” It is possible that these two tenders are the first sign of more tenders to be published soon.
Discussion planned on objections to plan for 2,300 apartments in Ness Ziona
An examiner of objections on behalf of the National Planning and Building Council will hear next week hundreds of objections submitted to plan TMM 3009, a plan to build a new neighborhood in Ness Ziona on agricultural land adjacent to the city, over an area of about 263 dunams. The plan, initiated by the government company Dira Lehashkir, proposes building 2,600 housing units, 2,382 plus 200 units, including about 600 units for long-term rental, in buildings 9 to 14 stories high, as well as 11,000 square meters of commercial space. Hundreds of objections have been submitted to the plan. The Green Course organization, the Israel Nature and Parks Authority, and many citizens oppose it on ecological grounds, בגלל the expected environmental damage: “The plan will cause a physical blockage of the passages of the animals and plants surrounding the site, undermine the infrastructure of the narrow ecological corridor essential near the plan, and cause severe and irreversible harm to one of the only natural areas left to us in central Israel, the kurkar hills that serve the entire metropolitan area,” said the objection submitted by Green Course.
Other objections were submitted by residents of Ness Ziona, who argue that the city’s transportation infrastructure is not suitable for such a large addition of apartments, and that even the future metro station will not provide a solution for the new neighborhood and will require reliance on private cars. The municipality itself also submitted an objection to the plan, arguing that the new neighborhood would be a detached “balloon neighborhood” disconnected from the old city: “The new complex, with its complex topography, will be physically disconnected from the old city (‘balloon neighborhood’), which will make it difficult for senior citizens, require the use of private cars, and increase traffic congestion within it and throughout the city. Children and teenagers who want to reach municipal institutions, such as youth movements and cultural centers, will also need transportation assistance or will have to cross busy main roads.”
About 100 dunams of the neighborhood area are Israel Land Authority lands, and the rest are divided among hundreds of private owners, so the plan required a consolidation and division table. However, some of the plan’s opponents are landowners, some of them owners of small plots. They argue that the division table for the many landowners is unfair to them, and they are demanding that it be changed. It should be noted that there is active trading in agricultural land in the Ness Ziona area, and even now small portions of plots within the plan are being offered for sale at prices of about 6,000 shekels per square meter.

Natanal Group bought an option to purchase plots in Elad from Moshav Mazuor and Kibbutz Nachshonim, in a deal worth 22 million shekels, and the company plans to build 131 apartments there. Natanal Group announced that it had signed an agreement with Moshav Mazuor and Kibbutz Nachshonim to purchase from them an option to buy plots in Elad without a tender, for 22 million shekels. The plots are part of TMA 1081, a preferred housing plan to expand the city of Elad, and Natanal intends to build a project of 131 housing units and about 2,400 square meters of commercial space on the plots.
