California Chinese Restaurant Fines Parents for Misbehaving Children to Protect Dining Experience
Chez Xue, a Chinese restaurant in Foster City near San Francisco Bay, has implemented a strict policy warning parents to control their children, including financial penalties for damages caused by unruly behavior. The policy, which has been in place for some time but recently went viral on social media, aims to maintain a pleasant dining atmosphere for all guests. The restaurant shared three specific incidents where parents were fined: in April 2025, a child broke a payment device resulting in a $327.03 charge; in December 2025, a child scratched drawings on a table, leading to a $109.38 fine; and in January 2026, a child broke a tea cup, costing the parents $5.47.
Owner Yu Yu Shu explained that the fines are not meant to punish children or exclude families but to hold parents accountable for clearly negligent supervision and to protect other diners’ experience. He cited examples of disruptive behavior such as children running between tables, shouting, and even a parent changing a diaper on a dining bench. Shu emphasized that minor accidents without reckless behavior do not automatically result in charges. Since the policy’s introduction, incidents have significantly decreased, and some parents even use the menu warning as a behavioral reminder.
This approach reflects a broader trend in the U.S. where restaurants are setting boundaries for children to balance family friendliness with maintaining a calm environment. Other establishments, like Toccoa Riverside Restaurant in Georgia and Nettie’s House of Spaghetti in New Jersey, have introduced similar or stricter rules, including extra charges or age restrictions. In California, Old Fisherman’s Grotto in Monterey prohibits strollers and noisy children to ensure safety and comfort. A recent survey found that 75% of American consumers, including 79% of parents, support adult-only dining areas or time slots to reduce noise and disruption.
The debate continues, with critics arguing that children need to learn proper restaurant behavior through experience and cautioning against making dining spaces unwelcoming to families. Nonetheless, restaurants like Chez Xue are prioritizing a respectful dining environment and parental responsibility as key to their service model.
