The court ruled that the state, as the landowner, is not required to demonstrate a specific planning need to evict occupants from public lands. The lawsuit was filed under the government's "enforcement supporting regulation" policy aimed at regularizing population concentrations living illegally on state lands. The court noted that alternative housing solutions were offered to the occupants in the nearby settlement of Mar'it, but they declined these options. This ruling also applies to 15 other groups in the area.
