Israeli Knesset Approves National Inquiry Committee on October 7 Terror Attack
The Israeli Knesset approved in a first reading a bill to establish a national state inquiry committee to investigate the October 7, 2023 massacre, the subsequent war of retaliation, and the circumstances leading up to these events. The bill, initiated by Likud MK Ariel Kallner, passed unanimously with 59 votes in favor and no opposition or abstentions. It will now proceed to further discussions in the Constitution Committee.
The proposed committee will conduct a comprehensive investigation into the massacre, the military responses, and all contributing factors. Unlike standard inquiry committees, this one will have a unique appointment mechanism requiring broad parliamentary consensus to ensure public trust. Specifically, the committee will consist of six members appointed by agreement of 80 Knesset members; if consensus is not reached, a parity panel of three coalition and three opposition members will be appointed.
Additionally, released hostages and bereaved family members will serve as observers in the committee’s work. The bill also mandates that the committee’s hearings be held publicly and broadcast to the public to enhance transparency and restore public confidence.
MK Ariel Kallner emphasized that the committee’s purpose is twofold: uncovering the truth and restoring public trust. He stated the committee will have authority to investigate any entity influencing Israel’s security policy and the events leading to the severe terror attack on October 7.
