Former Supreme Court Justice Melcer Warns of Threats to Israel's 2026 Election Integrity
Former Supreme Court Justice and former Chair of Israel's Central Elections Committee, Hanan Melcer, has issued a warning about significant threats facing the integrity of Israel's upcoming 2026 elections. Speaking at the Herzliya Conference on cyber threats, disinformation, and press freedom, Melcer emphasized that while the election process is at risk, these dangers can be mitigated through early preparation and coordinated security efforts.
Melcer highlighted potential threats including foreign interference via disinformation campaigns and cyberattacks, as well as the use of advanced technological tools by local actors. He recalled that during his tenure as Chair of the Central Elections Committee, a coordination mechanism among all security agencies was established to prevent such interference, and no successful attempts were known in the elections he oversaw.
When asked directly if the purity of the 2026 elections is in danger, Melcer responded affirmatively but stressed that the risks are preventable. He called for readiness against all scenarios, from the spread of false information to attempts to disrupt the voting process, recommending appropriate technological safeguards.
Melcer also addressed the issue of voting methods, expressing opposition to transitioning to digital voting due to concerns over increased vulnerability to fraud and difficulties in post-election verification. He supports maintaining paper ballots as the safer option.
Regarding press freedom in Israel, Melcer rated the current situation at about 70 out of 100, warning that certain legislative initiatives could harm media independence. He noted that the Press Council, where he is active, is working through legal and public channels to oppose measures that might undermine journalistic freedom.
Concluding, Melcer stated, "We pray for the best and prepare for the worst," underscoring that proactive measures are essential to protect Israeli democracy and ensure election integrity.
