State Comptroller Reveals Severe Failures in Israeli Command, Infrastructure, and Civil Rights Protections
The State Comptroller and Public Complaints Commissioner of Israel, Matanyahu Englman, released a series of critical reports on Tuesday exposing deep structural and managerial failures across government, security, and healthcare sectors. One major failure identified was the chaotic medical evacuation of wounded civilians and soldiers during the October 7, 2023, terror attacks in southern Israel. The Southern Command and Gaza Division of the IDF were held responsible for inadequate defense of southern communities and critical delays in medical evacuation coordination between the IDF and Magen David Adom. The lack of use of a digital medical command system further hindered situational awareness and response.
The reports also reveal serious shortcomings in the rehabilitation of wounded soldiers from Operation Iron Swords, including insufficient information provided to injured personnel about their rights and rehabilitation options. Significant lapses were also found in the Ministry of Education’s supervision of licensed and unlicensed daycare centers, with many failing to comply with safety regulations or camera monitoring laws, endangering young children. The government’s climate crisis response was described as fragmented and insufficient, risking failure to meet 2030 greenhouse gas reduction targets.
The report highlighted ongoing neglect in addressing the declining water levels of the Dead Sea, urging urgent government decisions on intervention strategies and infrastructure protection. Other findings included inadequate oversight of public defenders, problematic management of disabled parking permits, and vulnerabilities in the physical and cyber protection of national communication infrastructures.
The State Comptroller demands immediate, comprehensive government action to address these systemic failures, ensuring better preparedness, safety, and rights protection for Israeli citizens in times of crisis and peace.
