State Comptroller Cites Poor Coordination Between IDF and Magen David Adom in October 7 Casualty Evacuations

State Comptroller Matanyahu Englman released a report highlighting critical failures in the evacuation of wounded civilians during the October 7 terror attacks in southern Israel. Englman identified the root cause as the IDF's failure to adequately protect southern communities on that day. The report detailed significant deficiencies in the casualty evacuation system, emphasizing the lack of an organized response by the IDF and the absence of clear command and control between the IDF and Magen David Adom (MDA).

Englman further noted that coordination on casualty transfer points with MDA was delayed by nearly eight hours after the terror attack began, severely hampering timely medical evacuations. The report underscores the need for improved joint operational planning and communication between military and emergency medical services to prevent similar failures in future crises.
