Iran International, an opposition outlet, says it has uncovered architectural plans and specifications for a secret underground bunker complex in central Tehran, challenging years of official denials from Iranian officials. According to the report, the documents were authenticated by a security source and show that the Islamic Revolutionary Guard Corps spent about a decade building the site, known as “Habib Ebrahimi,” near the Supreme Leader’s official residence.
The plans say the project was funded by the IRGC construction arm, Khatam al-Anbia, and overseen by the organization’s engineering branch between 2009 and the end of the 2010s. The revelation directly contradicts past public statements by former Interior Minister Mostafa Pourmohammadi and former Tourism Minister Ezzatollah Zarghami, who had said Khamenei did not have an underground shelter and opposed having one built for him.
The complex was disguised as a sports center and included a three-level parking structure, firing ranges, and two shelters built 35 meters underground. The drawings also describe a 27-meter escape tunnel linking the bunker to several evacuation routes on nearby streets, plus another tunnel leading to a parking area near Enqelab Square. One shelter contained a blast-protected room meant to give Khamenei full protection from missile attacks.
The report says the site was commanded by Brig. Gen. Ali Masjadian and built by the institute of Hassan Akbari, Khamenei’s close security guard. Akbari died in April 2016 in what was officially described as a weapons accident, though security sources told the outlet that he was actually killed in internal power struggles in the Supreme Leader’s office. The article also says Khamenei was killed on February 28, 2026, in a precise Israeli strike on his residence during a meeting of the Iranian Defense Council, carried out after infiltration of motion-camera and local communications networks. A further Israeli strike hit the bunker in March 2026, but satellite imagery did not clearly show that the underground facilities were destroyed.
