FIFA is considering a late rule change to penalty shootouts before the World Cup knockout stage begins on Sunday, according to a report in The Times cited by Sports 5. The proposed change would alter the pre-shootout coin toss, which currently decides several setup details.
Under the plan FIFA has reportedly asked the International Football Association Board, IFAB, to approve, there would be only one coin toss instead of the current process. The winner of that toss would choose first between two options, taking the opening penalty or selecting the goal at which all kicks will be taken, such as the end with their supporters. The loser would then get the remaining option.
The report says the push for change comes in part after Arsenal lost both coin tosses in the penalty shootout during the Champions League final.
