FIFA is reportedly pushing for an urgent change to the penalty shootout rules before the World Cup knockout stage begins on Sunday. According to a Times report cited in the article, the world governing body has asked IFAB, football’s rule-making body, to approve the change immediately.
The proposed revision would replace the current system with a single coin toss before the shootout. The winner of the toss would then choose first between two options, either taking the opening penalty or selecting the goal at which the kicks will be taken, for example the end in front of their supporters. The loser would receive the remaining option.
The reported motivation includes Arsenal’s defeat in two coin tosses during a Champions League final penalty shootout. FIFA is now trying to get the amendment approved before the first whistle of Sunday’s round of 16 matches.
