Hadera’s municipality and local planning committee have approved the building permit for phase one of the large-scale urban renewal project in the Sela Beitar complex. The first stage will add 418 new apartments in four residential towers, together with public areas, retail, employment space, and supporting urban infrastructure.
The permit covers two 25-story towers with 232 homes in total and two additional 17-story towers with 186 homes. The project will also include underground floors, service areas, parking solutions, transformer rooms, public spaces, and other elements intended to serve both residents of the complex and nearby neighborhoods.
The Sela Beitar site lies along David Shimoni Boulevard, one of Hadera’s main arteries, and is part of the city’s broader development plan linking the renewed city center, western Hadera, the Energy business park, and the railway station. The redevelopment is being advanced by Dan Real Estate, Rotshtein, and the Perkash Group, and is expected to eventually comprise about 1,452 housing units, as well as commercial, employment, and public buildings.
Mayor Nir Ben Haim called it “another significant step” in Hadera’s urban renewal process, saying the project is “not only an addition of housing units” but “a real change” that affects residents’ lives and the urban space. He said the city is “renewing old neighborhoods,” strengthening safety and quality of life, and connecting Hadera to the future. Urban renewal authority head Ortal Kadush said the permit is “an important moment” that reflects a long and difficult process, and pledged continued efforts to turn the city’s vision into reality for more residents.
