UN Security Council Debates Future of UNIFIL Amid French Push for Extension

A closed-door UN Security Council session was held over the weekend to reconsider the mandate of the UN Interim Force in Lebanon (UNIFIL), which is slated to disband at the end of 2026. France has called for an extension of UNIFIL's mission beyond the current deadline, a proposal met with strong opposition from the United States.

Lebanon's Foreign Minister, Abdallah Bou Habib, has reportedly received "security warnings" that have kept him from his office, according to Lebanese media. Bou Habib, known for his support of negotiations with Israel and past clashes with Hezbollah, did not respond to inquiries about the ongoing talks with Israel but confirmed receiving the warnings.

Lebanon's ambassador to the UN formally requested the Security Council to "reconsider" the previous decision to end UNIFIL's mandate, citing the escalating security situation and ongoing negotiations with Israel as reasons for extending the force's presence. While France and several other European nations expressed support for the idea, the US ambassador to the UN, Mike Vance, stated that Washington opposes extending the mandate of a force it deems ineffective and does not want to "repeat past mistakes."

The debate also highlighted differing views on responsibility for the situation in southern Lebanon. The UN's acting coordinator in Beirut, Carlos Ruiz Massieu, suggested that Israeli troop presence contributes to Hezbollah's continued armament, arguing that an Israeli withdrawal should precede the deployment of the Lebanese army to disarm the group. The UN Under-Secretary-General for Peace Operations, Jean-Pierre Lacroix, echoed this sentiment, warning of a potential military vacuum in southern Lebanon post-UNIFIL withdrawal.

Israel's Ambassador to the UN, Danny Danon, asserted that UNIFIL has failed in its mission to prevent Hezbollah's armament in southern Lebanon and that the decision to end its mandate should stand. He stressed that UNIFIL's remaining time should focus on enforcing Resolution 1701 and disarming Hezbollah, with responsibility then shifting to the Lebanese government and army. A senior Israeli official reiterated opposition to a new UNIFIL force, expressing alignment with the US on training elite Lebanese army units to control the territory effectively, while also noting concerns about countries acting against Israel potentially being involved in future oversight mechanisms.
