Turkey Exploits Passport Scheme to Admit Activists to Israel

Turkey is reportedly exploiting a loophole in its special passport issuance system to allow entry into Israel for activists affiliated with Islamist and pro-Palestinian non-governmental organizations (NGOs) without requiring a visa. These 'green' and 'gray' passports, officially designated for ministers, mayors, civil servants, and administrative personnel, are allegedly being distributed in Ankara to members of associations and international institutions that maintain extensive influence networks in Jerusalem, the West Bank, and Gaza, according to a report in the Globes newspaper.

The extent of Turkish activity in Jerusalem, primarily through its state aid agency TIKA, is estimated to exceed $40 million annually, according to the JISS institute. The funding sources for this Turkish activity remain opaque.

Dr. Haim Eitan Cohen Yanarojek explained to Globes that Turkey's governmental approach to NGOs is contingent on their activities. Organizations that align with the government's agenda receive support, while those opposing the state's direction may face difficulties. He described NGOs in Jerusalem as serving as an extension of the government's hand.

The Israeli Ministry of Foreign Affairs acknowledged the passport issue, stating that it is aware of the matter and is currently examining it in cooperation with other relevant bodies.
