State Comptroller Matanyahu Englman issued a sharp criticism of the Fl-Kal task force in the Planning Administration and of local authorities’ handling of the issue. The review found that six years have passed since the professional engineering body dealing with Fl-Kal buildings last convened, even though work on more than half of the buildings assigned to it is still unfinished.
The task force was created about 25 years ago on the recommendation of the Zeiler Commission after the Versailles disaster. It was set up to oversee treatment of buildings constructed with the Fl-Kal method, which raised safety concerns after the deadly floor collapse at the Versailles wedding hall.
According to the audit, which covered May through October 2025, the body had used only about 46% of the budget it received under a 2006 government decision. That amounted to roughly 7.1 million shekels out of 15.5 million shekels.
The comptroller also found that the task force had submitted no reports at all to the interior minister. The findings indicate that the mechanism created to advance the issue has remained largely inactive despite the fact that the job is far from complete.
