Northern Israel Home Reinforcement Project Applications Open, Funding Stretched to 2035

Applications for home reinforcement in communities up to 9 kilometers from the Lebanese border will open on September 15th, as part of the expanded "Northern Shield" project. The initiative, announced by the Prime Minister's Office, Ministry of Defense, and Home Front Command, aims to provide protection to areas previously not covered by government programs.

However, the implementation of the project will be a lengthy process. According to government decisions, construction in areas 5-9 kilometers from the border can only commence after 70% of permit applications in communities within 1-5 kilometers have been approved. This condition is intended to "allow optimal organization for the reinforcement process."

The project has a total budget of approximately 3.888 billion shekels allocated to the Ministry of Construction and Housing, but the funds will be disbursed gradually until 2035. Only 329 million shekels, about 8.5% of the total budget, is slated for allocation by the end of 2029. The majority of the funding will arrive in the later years of the decade, with significant amounts planned from 2030 onwards.

Furthermore, not all housing units will be eligible. The program will apply to units not part of urban renewal evacuation-construction plans, with existing urban renewal projects to be handled separately. In a related development, a pilot program for earthquake-proofing 700 housing units in Kiryat Shmona will be transferred from the Ministry of Defense to the Ministry of Construction and Housing, with a separate budget allocation.

While the opening of the application system marks a first step in implementing the expanded protection project, the phased budget and specific conditions indicate that the bulk of the reinforcement work will likely extend well into the next decade.
