Spanish Intelligence Report Blames Morocco for Migrant Surge to Ceuta

A report by Spain's intelligence unit, CENIF, concludes that the mass influx of migrants into the Spanish enclave of Ceuta in late July was a planned operation orchestrated by Morocco. According to the report, which has been submitted to the National Court in Madrid and cited by "El Español," Moroccan gendarmes directed migrants toward the border, with individuals in civilian clothing providing instructions.

The Spanish police have dismissed the possibility that the event was spontaneous, attributing it to more than just the actions of smugglers or social media calls. The report suggests the operation aimed to overwhelm border control systems and undermine Spain's response capabilities, linking it to Morocco's territorial claims over Ceuta and Melilla.

Further evidence cited in the report is that approximately 90% of those who entered Ceuta on July 30 and 31 returned to Morocco shortly thereafter. While this high return rate is presented as a supporting factor for the planned nature of the event, the report acknowledges it does not definitively prove premeditation.

This intelligence finding gains significance amid previous accusations within Spain that Israel was somehow involved in the migration crisis. Following the report's release, Spanish Interior Minister Fernando Grande-Marlaska has requested clarification from the National Police chief regarding the accuracy and timeline of this information.
